I'm afraid, in two party system (which for most countries is a reality - 2 leading parties and the rest does not really count) and polarized political scene like it is today in many countries voters would give 10 point to every one candidate from their party and zero to all candidates from opposition. Even if we would limit the sum of points per voter then party PR would convince majority of their voters to give maximum possible to the leading candidate and zero to the opposition. This would lead more or less to the current situation of one man one vote.
