The author appears to ignore the preferred solution by election scientists which is to use a Cardinal voting method like score or approval where each candidate is rated, not ranked. It resolves all the issues regarding condorcet and doesn’t require runoff’s like IRV.
The Center for Election Science is doing essential work here to research and advocate for this better voting method.
